Project Implementation

The Project is designed to achieve the following objectives, during a time interval of three years.

Objective 1: To understand the present issues in the lagoon, with respect to the hydro-biological resources status and use, human activities, current institutional responsibilities and management practices. The analysis should build further on the activities of IDRC and LAPROCOF in this field and include an assessment of the social, economic and environmental impact of the yearly floods.

Objective 2: To identify priority issues in an effort to support the existing and develop new management policies for improving people’s livelihoods and reduce risk for poor people dependent on the lagoon resources based on the sustainable use of natural resources within the lagoon. These policies should be developed in a participatory way resulting in a draft Lagoon Management Plan that gives, in a gender sensitive way, special attention to poverty alleviation among landless and lagoon communities.

Objective 3: To prepare for the implementation of the Integrated Lagoon Management Plan, including preparation for the official enactment of the plan, an implementation strategy at all levels, capacity building, as well as identification of credit, savings, insurance and organisational needs and investment requirements.

Objective 4: To strengthen the provincial institutional capacity in such a way that the Integrated Lagoon Management Plan once approved will be implemented actively according to the strategy formulated and that the provincial institutions are able to formulate and implement policies related to the management of the lagoon system that are environmentally and socially sustainable.

Objective 5: To disseminate the findings and results of the project on a national and international basis, so that others can use this example in their formulation of Management Plans. By dissemination of the knowledge gained it would be more likely to attract the interest of donors and government agencies for similar plans in other provinces in Viet Nam.

The listed objectives will be achieved through a series of coordinated activities (1.1, 1.2, ecc.) which will appear in the attached section subdivided based on their completion state (future, ongoing or completed).
